You can disable Balloon Tip Pop Ups by running RegEdit (MSDN)
HKEY_CURRENT_USER\
Software\
Microsoft\
Windows\
CurrentVersion\
Explorer\
Advanced\
Edit (or Create if needed) the REG_DWORD.
EnableBalloonTips 0
(Thats the number zero)
